A community of approximately 8500 residents located between Manchester and Nashua, NH is seeking a detail oriented and creative professional to serve as Town Administrator under the guidance of a five member Board of Selectmen. The Administrator is responsible for overseeing daily operations of the town which has an operating budget of about $7.5 million and providing oversight and leadership for approximately 30 full time employees. The preferred candidate will possess five to seven years of progressively responsible municipal management experience preferably in New Hampshire.  Candidates with knowledge and demonstrable experience in finance and budgeting, labor relations, capital and facilities planning are desired. Strong communication skills, ability to work collaboratively with staff, boards and committees as well as ability to effectively use current technology. Town Administrator Job Description

Job Summary:

The Administrator for the town of Litchfield, NH under the guidance of the Board of Selectmen is responsible for the day to day operations of the town’s government.  Through the frequent and direct interactions the Administrator will ensure the smooth functioning of the government by providing department heads with direction and guidance.  The Administrator through the establishment of effective working relationships will ensure the implementation of the direction of the Board of Selectmen as well as the town’s compliance with both State and Federal laws.

Duties & Responsibilities:

35% The Administrator as Personnel officer of the town will: 

  • Supervise and provide direction to all Department Heads under the jurisdiction of the Board of Selectmen;
  • Ensure that all personnel records are maintained and complete;
  • Ensure that all employees are fully trained on all policies and procedures as may be required;
  • Ensure that all town personnel policies are adhered to and administered fairly by all departments;
  • Administer personnel performance reviews of department heads and administrative staff as appropriate;
  • Reviews and approves disciplinary actions up to and including suspension and will provide recommendations of termination to the Board of Selectmen;

25% The Administrator as part of his/her supervisory duties will:

  • Conceive, develop and present for approval to the Board of Selectmen policies and procedures as may be required of the Town by RSA or as directed by the Board of Selectmen;
  • Implements the recommendations of the town’s auditors as may be stated in the annual financial reports;
  • Investigate and implement cost savings for the town;
  • Acts as lead negotiator for the contract of services, goods and capital items as well as personnel union contracts;
  • Develop, draft and coordinate grants and RFPs/RFQs for the town as may be required;
  • Conduct regular one-on-one and department head and employee meetings to update personnel and solicit feedback on issues or problems;
  • Develop, maintain and gain approval of the Board of Selectmen of a 5-year master  plan describing the development and proposed evolution of the town government and services as may be required by our community;
  • Provide the Board of Selectmen with preparatory information packages for their next meeting and monthly written reports on town activities/affairs;

20% The Administrator is responsible for overseeing and ensuring the accuracy and functioning of the town’s financial accounting systems.  With guidance and consultation provided by the Board of Selectmen, the Administrator will:

  • Develop, review and present in coordination with the Department Heads the annual budget of expenses and revenues of the town to the Board of Selectmen for approval;
  • Represents the town in budget Committee meetings to present update/status information and department budget requests;
  • Monitor and report to the Board of Selectmen, department spending and revenues against the approved budget and as necessary will adjust spending to maintain budgetary compliance;
  • Reconcile and reports to the Board of Selectmen the account balances and revenues of the Treasurer, Town Clerk/Tax Collector and Office Manager;
  • Ensure that transfers to and from town accounts are appropriately authorized and completed on a timely basis;
  • Ensure that the town’s departments fully cooperate and coordinate with the town’s auditors;
  • Implement and maintain a capital asset tracking system; 

10% The Administrator as the focal point of town government, will;

  • Receive, investigate and respond  to citizen complaints as directed to the Board of Selectmen;
  • Review the recommendations of Avitar and recommend action to the Board of Selectmen for requests of abatement and exemptions;
  • Administer and act as Welfare Officer for the town; 

10% The Administrator may be assigned other duties from time to time as determined by the Board of Selectmen.

Knowledge, Skills and Abilities Required:

The Administrator shall have a thorough knowledge of public administration including municipal accounting, personnel management of professional staff as well as NH Municipal State law.  He/She shall have well developed skills in communication (oral and written), planning, organizing, delegation and resolution of disputes.  He/She will possess excellent judgment, creativity and the ability to lead.

Supervision Exercised:

The Administrator will have direct supervisory authority over all department heads that fall under the control of the Board of Selectmen.  He/She shall have the authority to discipline and suspend employees under his/her control and to make recommendations to the Selectmen concerning termination.  The Administrator shall have all other authority as may be granted under the town’s policies and procedures as approved by the Board of Selectmen.

Supervision Received:

The Town Administrator will exercise a considerable degree of independent judgment subject to the general supervision and policy direction from the Board of Selectmen.  The Administrator shall attend Board of Selectmen meetings and provide updates and receive direction from the Board of Selectmen.   

Minimum Qualifications:

A Bachelor’s degree in Public Management, Business Administration or related field with 5 years of relevant experience; Master’s degree preferred including two years of prior administrative experience.  Prior experience is preferably in a NH municipal setting; alternatively, any equivalent combination of experience and education which demonstrates possession of the required knowledge, skills and abilities may be considered.

Seeking for a Citizen Volunteer to Serve as a Budget Committee Member

CITIZEN VOLUNTEER NEEDED
BUDGET COMMITTEE MEMBER

The Litchfield Budget Committee is seeking a volunteer to serve as an appointed member until the March 2021 Town Election at which time the successor shall be elected to fill the unexpired or new term. The Budget Committee meets on the 4th Thursday of each month at 7pm. During October, November and December meetings are conducted almost every Thursday evening at 6pm. The Budget Committee reviews and prepares annual Town and School budgets for voter consideration, conducts budget hearings, and monitors expenditures and revenues throughout the year.

This is an appointed position pursuant to RSA 231:62 for a three year term.   It is responsible for preparing and managing the $800,0000 highway budget, supervising two full-time highway and seasonal employees and managing all municipal roads, service contracts, sidewalks, bridges, stormwater system and highway equipment and facilities. Road Agent 

SALARY RANGE: 
$1,000 Annual Stipend 

JOB SUMMARY: 
The Road Agent is responsible for supervising, directing, and managing all administrative and technical aspects of the Litchfield Highway Department.  The Road Agent is accountable for the effective delivery of public services to the Town of Litchfield and proper maintenance of the Town’s public infrastructure. The Road Agent is to plan, coordinate, implement and document effective and responsible training for all members of the Highway Department. The Road Agent is responsible for the completion and submission of such reports as may be required by a proper authority, and in maintaining the Department’s relationships with citizens and public officials. The Road Agent must be able to communicate effectively orally and in writing, and be able to work effectively with the Board of Selectmen, Town Administrator, other Department Heads, subordinates and the general public. Road Agent is an appointed management position and shall not be required to assist and actively participate in the physical operations of the Department.

SUPERVISION RECEIVED: 
Reports directly to the Board of Selectmen while working under the general supervision of the Town Administrator. Performs duties with a great degree of independence, exercising judgment and excellent interpersonal communication skills in working with the public and Town staff. 

SUPERVISION EXERCISED: 
Road Agent supervisors all Highway Department, seasonal employees and outside contractors hired to supplement the staff and perform specialized services. Responsible for employee recruitment, training, evaluation and discipline; subject to review and approval by the Board of Selectmen. 

DUTIES AND RESPONSIBILITIES: 
The following is illustrative of duties that may be performed. This list is not intended as a complete compilation of duties, but is an example of the types of duties to be performed.

Establishes Department goals, objectives, policies, regulations, and procedures based upon the needs of the Town of Litchfield and the Department; consults with the Board of Selectmen on all major policy changes; continually evaluates the effectiveness and responsiveness of the Department and develops and integrates new techniques and programs to improve the effectiveness of the Department. 

Coordinates and supervises both summer and winter maintenance of the streets and highways in accordance with goals set forth by the Board of Selectmen consistent with funding allocated in the approved budget. 

Completes annual performance reviews for all Highway employees.

Maintains good working relationships with other Town officials, State and Federal authorities, civic leaders, and the public. 

Prepares, presents, and administers the Department’s budget, under the direction of the Board of Selectmen and Town Administrator. 

Maintains records and documentation of projects, equipment maintenance and budget expenditures. Oversees departmental expenditures and analyzes operational costs. 

Responsible for managing the stormwater system in accordance with the EPA MS-4 Regulations.

Assists other Town departments, boards, committees and commissions in accomplishing their mission and objectives when appropriate. 

Oversees Department’s safety and operational training program ensuring that all training activities are consistent with Departmental goals and objectives and in accordance with State statutes and administrative law. 

Maintains facilities and equipment per industry standards and specifications at a level consistent with funding allocated in the approved budget while ensuring its reliability and readiness. 

Reviews applications and issues driveway permits on Town maintained roadways and conducts field inspections of construction sites and newly approved subdivisions to ensure conformance with Department regulations and specifications. Advise the Planning Board, Board of Adjustment, and other boards and/or commissions on matters related to the department. 

Mandatory attendance at meetings and public hearings as requested by the Town Administrator and Board of Selectmen. 

Performs other related duties as required by the Board of Selectmen. 

PHYSICAL/ENVIRONMENTAL REQUIREMENTS: 
This is primarily an administrative position requiring sitting, standing, lifting, stretching and the dexterity to operate standard office equipment. Some physical effort involving frequent standing and/or walking and occasional strenuous positions. Some outside work due to inspections and site investigations may be disagreeable due to variable climatic conditions, emotional stress, and exposure to hazards associated with road construction, highway maintenance and other physical labor. The Road Agent is expected to work appropriate hours to effectively perform the duties and responsibilities outlined in this job description. Included in these expectations is attendance at meetings and public hearings as requested by the Town Administrator and Board of Selectmen. 

SPECIFIC TRAINING, KNOWLEDGE, SKILLS, AND/OR ABILITIES: 
Thorough knowledge and understanding of the principles and practices of modern public works administration and methods, including year-round highway maintenance. Extensive knowledge of the standards by which the quality of public works services is evaluated. A thorough knowledge with experience in construction procedures and the Best Management Practices. Knowledge of budgetary practices and procedures. Ability to plan, organize, and direct the work of subordinates performing various departmental activities. Ability to develop proper training and instructional procedures. Ability to maintain effective working relationships with other Town officials, State and Federal authorities, civic leaders, and the public. Ability to prepare and present effectively, oral and written material relating to the activities of the department. 

MINIMUM QUALIFICATIONS REQUIRED: 
Five (5) years of successful year-round highway maintenance experience with five (5) years progressively responsible experience in public works or highway maintenance; with a Bachelor’s degree in Civil Engineering, Business Administration, or related field; OR any equivalent combination of education and experience that demonstrates possession of these required knowledge, skills, and abilities. Considerable knowledge of light and heavy equipment application, operation, and maintenance. Considerable knowledge of building and grounds maintenance and repair procedures. Proven experience in highway winter and summer maintenance. Proven skills in personnel management including team building, delegation, communication, employee discipline, and problem solving. Firm understanding of budget preparation and fiscal management. High customer orientation and positive public interaction. Experienced with computers and computer literate. Available 24 hours a day for emergencies or provide adequate contingencies in their absence. Residence must be within a reasonable response time of no more than 30 minutes to the Town of Litchfield.

Seeking Volunteers to serve on the CIP Committee

CITIZEN VOLUNTEER NEEDED
CAPITAL IMPROVEMENT PLANNING COMMITTEE MEMBER

The Litchfield Board of Selectmen is seeking a volunteer citizen to serve as a member of the Capital Improvement Planning Committee (CIP). The CIP Committee reviews proposed capital expenditures for purchasing, maintaining, improving and constructing town and school buildings, facilities, infrastructure, vehicles, equipment, and other similar items over a six-year period that generally have a useful life of at least three (3) years and cost $10,000 or more. With assistance from staff and department heads, the CIP Committee will prepare an advisory document for the Board of Selectmen to review and approve.

The Town of Litchfield is seeking an individual to serve in a full-time capacity as a Building, Health, and Code Enforcement Inspector.  This position is responsible for the review of building construction plans, issuing permits, inspecting work for compliance with all applicable codes and standards.  Investigate complaints of Building, Fire, Health Codes and Town zoning ordinance violations. The position requires a strong background in building, health and fire codes with experience in plan reviews, electrical and mechanical system installations.  The individual must possess strong interpersonal and communication skills, have at least 5 years in the building trades or inspection field and familiar with municipal zoning concepts.
