Litchfield Landing Cooperative Feasibility Study
Litchfield Landing Cooperative is seeking the services of a qualified engineer, licensed to work in the State of New Hampshire, to assess the property condition, develop preliminary infrastructure design, and provide cost estimates for the rehabilitation of a mobile home infrastructure system located in Litchfield, NH for its suitability for long term use anticipated by current and future residents of Litchfield Landing Cooperative. The evaluation will include identifying needed repairs and renovations as well as working with the Cooperative to develop operating Pro-forma.
A manufactured home community located in Litchfield, NH. This system needs major repair due to leaks. The feasibility study will address the current conditions of the water and sewer system and develop a preliminary engineering plan and cost estimate to replace/upgrade the systems to improve service, reduce water use and decrease utility costs to the Cooperative.
Engineering firms wishing to be considered for this work should provide a statement of qualifications and experience which should include the following:
- A description of the location, services, staff levels, and brief history of the consultant’s business or firm.
- A description of the project team including key staff assigned to the project, their qualifications and experience.
- Descriptions of similar relevant projects and their costs, if applicable.
- Consultants should also include references from three similar relevant projects.
- Concept/methodology of the firm’s approach to this project.
- Work tasks and methods used to complete the proposed scope of services.
- A timeline illustrating anticipated key project elements and their anticipated completion dates.
Evaluation Criteria: The final selection will be based on the following criteria:
- Company Background Material
- Relevant Experience on Similar Projects
- Key Staff Members Experience
- Local Knowledge
- Quality of Proposal/Ability to Perform
- References
A separate sealed detailed fee proposal for the development of the feasibility study shall be included with the proposal. The fee proposal shall include a task breakdown, billing rate schedule, and list of reimbursable.
Proposal Deadline: Proposals must be submitted to the above address no later than 2 PM on Friday, October 15, 2021 to be eligible for consideration. If proposals are being sent via USPS, FedEx, UPS, or other mail carriers, please ensure that the mailing envelope is clearly marked “RFQ – Litchfield Landing Feasibility Study”. Envelopes/packages not marked with the name of the proposal may be misidentified and may be rejected. Other forms of submission (fax or email) will be rejected. Proposals submitted after the deadline will be rejected.

Once the bid is awarded, at the Litchfield Landing Cooperative’s discretion, the consulting engineer may be engaged to provide additional services through any subsequent phases of the project. The Litchfield Landing Cooperative will select the proposal which best serves the needs of Cooperative, and reserves the right to reject any and all proposals.
This project is funded in part by a Community Development Block Grant from the New Hampshire Community Development Finance Authority. A maximum of $25,000 is allocated through this grant for the formulation of this feasibility study and building assessment. Disadvantaged and Section 3 Businesses are encouraged to apply.
