Board of Selectmen Order 2020-1
March 23, 2020

To prevent the spread and transmission of the Novel Coronavirus (COVID-19) and protect the health and safety of Litchfield residents and Town employees, it is hereby ordered by the Litchfield Board of Selectmen, effective immediately, that:

Residents are encouraged to use the Towns Emergency Alert System – CodeRed. You can register online at https://public.coderedweb.com/CNE/en-US/F9701CCB8737

To ensure all residents are well informed, emergency management communication shall be posted on the  Town website, Facebook page, Twitter account, Code Red Emergency Alert System and the Litchfield Public Access Television. The School Blackboard communication system and Town YouTube channel will be used as necessary. (approved 3/23/20)

The Emergency Management Team shall consist of the Emergency Management Director, Chairman and Vice-Chairman of the Board of Selectmen, Police Chief, Town Administrator, Health Officer, IT Director, Road Agent/Highway Manager, Finance Director /Asst. TA, Town Clerk/Tax Collector, Director of Solid Waste/Recycling, School Superintendent, School Business Administrator, Librarian and designated LCTV Representative. (approved 3/23/20)

The Fire Station and Emergency Operations Center shall remain closed to the general public until further notice.  (approved 3/23/20)

The Police Department and Dispatching Lobby Area shall remain closed to the public until further notice. (approved 3/23/20)

The Aaron Cutler Library shall remain closed until further notice. (approved 3/23/20)

The Town Offices shall remain closed to the public but will operate as a “VIRTUAL TOWN HALL.” Transactions can be done online or arranged via phone or email. Questions can and will be answered via phone or email. In special situations, an appointment in Town Hall with the appropriate Town personnel can be scheduled. Town Hall employees will be working both remotely and on-site (in very limited numbers as necessary) but still available to perform their essential job responsibilities.  (approved 3/23/20)

All Recreation facilities shall be closed to the general public for organized and group activities. (Roy Memorial Park, Brickyard Park, Brook Road Park, Jeff Lane Park and Sawmill Park). Talent Hall, Sawmill Park Tennis Courts and Darrah Pond Playground Structures shall remain closed until further notice. Users are reminded to follow social distancing measures as recommended by the Centers for Disease Control and Prevention. (approved 3/23/20)

All conservation properties shall remain open for general public use. Users are reminded to follow social distancing measures as recommended by the Centers for Disease Control and Prevention. (approved 3/23/20)

Albuquerque bike path shall remain open until further notice. Users are reminded to follow social distancing measures as recommended by the Centers for Disease Control and Prevention when biking, walking or jogging. (approved 3/23/20)

The Solid Waste / Recycling Facility shall expand hours of operation to help support social distancing measures as recommended by the Centers for Disease Control and Prevention. Wednesday noon to 7 pm and Friday shall be noon until 8 pm until further notice.  All other hours will remain the same. (approved 3/23/20)

The deadline for motor vehicle registrations on a new vehicle shall be extended from February 26, 2020, to April 30, 2020, for all temporary plates. (approved 3/23/20)

Town Clerk/Tax Collector Office hours shall be Monday – Friday from 8:00am to 4:00 pm. (approved 3/23/20)

The deadline for Veterans’ and Elderly applications and recertifications is extended from April 15th to June 1, 2020 (approved 3/23/20).

Safety and Non-Safety employees will initiate a daily wellness check program for elderly residents, residents with serious health conditions or residents with other special needs. (approved 3/23/20)

Employees who are sent home by their supervisor due to changes in work operations or because their health status may put other employees at risk due to COVID-19 shall be paid their regular base wage without using their earned or sick leave until further notice (approved 3/23/20).
